Sheriff candidate Boyd: Warrants should be handled differently

Boyd, John_0166LaPorte County Sheriff’s Major John Boyd said in a press release that if elected, he will change the manner in which warrants are handled.

Boyd is running for sheriff on the Republican ballot. The primary election is May 6 and the general election is Nov. 4.

The sheriff’s office currently holds more than 6,000 warrants, Boyd said, with no current plan to address the high number.

“The warrants being held by the sheriff’s office range from criminal felony and misdemeanor warrants to body attachments that have been issued by LaPorte County courts regarding civil judgments,” Boyd said. “Each month the sheriff’s office receives more warrants from our courts than are served and it is due in large part to the inefficient use of manpower within the Warrants Division. Currently, the Warrants Division is comprised of one officer with the rank of captain and two deputies. This three-man unit spends the vast majority of each day transporting wanted persons who were captured in other jurisdictions back to LaPorte County. The remainder of the day is spent conducting warrant computer entry.

“The fact that more than 6,000 defendants remain at large and unaccounted for is unacceptable. However, there are several solutions to this problem. Civilian clerks should be conducting this warrant data entry, rather than deputies, who should be out seeking wanted fugitives. In-state extraditions could be handled by jail deputies driving jail vans, thus freeing our warrant deputies to more effectively seek out those who are wanted. Warrant deputies travel approximately 35,000 miles each year conducting these transports, and in most cases, these in-state transports could be handled as effectively by jail deputies, as is done in many other counties in Indiana.

“The LaPorte County Sheriff’s Office currently serves as the repository for nearly every warrant issued in LaPorte County. As sheriff, I will work with law enforcement agencies in LaPorte County to address this issue. In addition, I will seek the assistance of the U.S. Marshal’s Service and join forces with its Great Lakes Regional Fugitive Task Force to reduce our large number of criminal warrants. Other mechanisms to reduce our inordinate amount of warrants could include a joint effort between courts and prosecution to offer limited amnesty concerning reduced bond for non-violent offenders who surrender themselves in a prescribed amount of time. We have witnessed a substantially reduced number of crimes committed in the period following warrant sweeps in LaPorte County, and that is due to the fact that these offenders cannot re-offend if incarcerated.

“Criminal warrants are issued by courts near the conclusion of criminal investigations. We owe it to the citizens of LaPorte County to complete each case by making arrests and bringing suspects to justice. In many cases, the failure to seek out these suspects in a timely and efficient manner is justice delayed.”

Boyd has been a member of the LaPorte County Sheriff’s Office since 1990. He previously held the ranks of deputy, sergeant and captain, as well as chief of detectives, and is now third in command with the rank of major. He is a 1988 graduate of Purdue University and a 1989 graduate of the Indiana Law Enforcement Academy.


Arlene Frobes, 1934-2014

Mrs. Arlene R. Frobes, 79, of Westland, MI, and formerly of LaPorte died Thursday, Feb. 21, 2014, at Westland Convalescent Center, Westland, MI. She had lived in Arizona for 33 years.

She was born April 17, 1934, in LaPorte to Otto and Gertrude (Hitz) Ohime.

Arlene was a member of First United Methodist Church in Glendale, AZ.

She was married to Richard E. Frobes, who preceded her in death on Sept. 4, 1989.

Arlene was also preceded in death by her parents; son, Douglas Frobes; four brothers and one sister.

She is survived by her son, Richard (Mary) Frobes of Dearborn, MI; daughter, Cindy A. Frobes of Northville, MI; four grandchildren; two great-grandchildren; and two sisters, Mildred Ohime of LaPorte and Edith Wakeman of Union Mills, IN.

The family will receive friends at Haverstock Funeral Home and Cremation Services, LaPorte, on Tuesday, Feb. 25, from 10 to 10:30 a.m. A life celebration will be held Tuesday at 10:30 a.m. at the funeral home with Rev. Evan Lash officiating. Interment will follow at Patton Cemetery, LaPorte.

Michael Vapensky Jr., 1935-2014

Michael Vapensky Jr., 78, of Port Richey, FL, and formerly of LaPorte, died Friday, Feb. 14, 2014, in Florida.

He was born Aug. 18, 1935, in East Chicago, IN, to Michael Sr. and Susan Agnes (Hudar) Vapensky.

Michael was a United States Navy veteran.

Surviving are his brothers, John G. Vapensky of LaPorte and Thomas Vapensky of Port Richey; niece, Nicole “Nikki” (Vapensky) Marvel of Chicago; nephew, John J. Vapensky of Evanston, IL; grand-nephew, Alex Vapensky of Evanston; and grand-nieces, Mia Marvel of Chicago and Molly Vapensky.

He was preceded in death by his parents and sister-in-law, Joan Vapensky.

A graveside service will be held at 10 a.m. Tuesday, Feb. 25, at Swan Lake Memorial Gardens Chapel, Michigan City, IN, with Father Ian Williams officiating. Cutler Funeral Home and Cremation Center, LaPorte, is handling arrangements.

James Mercer, 1941-2014

Mr. James Mercer, 72, of LaPorte, died Friday, Feb. 21, 2014, at IU Health Arnett Hospital in Lafayette, IN.

He was born March 28, 1941, in Mound City, IL, to James A. and Lorraine C. (Smith) Mercer.

James worked as a counselor for the State of Indiana. He was a member of Fish Lake American Legion Post 400 and was a veteran of the U.S. Army, having served during peacetime. James enjoyed collecting coins and stamps.

He is survived by his two sons, Dennis Mercer of Florida and Darin Mercer of Westville, IN; two grandchildren, Whitney and Taylor Mercer; two step-grandchildren, Jeff and Ashley Young; brother, Robert Mercer of Walkerton, IN; sister, Debbie Lowery of Port Orchard, WA; and significant other, Patricia Best of LaPorte.

James was preceded in death by his parents and son, Gregory Mercer.

The family will receive friends at Haverstock Funeral Home and Cremation Services, LaPorte, on Wednesday, Feb. 26, from 10 a.m. to noon. A life celebration will be held Wednesday at noon at the funeral home with Rev. Dan McDonald officiating. Interment will follow at Patton Cemetery, LaPorte.

Memorial contributions may be made to the Make a Wish Foundation of LaPorte.

Doris Wakeman, 1928-2014

IMG_4973Doris I. Wakeman, 85, of Union Mills, IN, died Friday, Feb. 21, 2014.

She was born Sept. 26, 1928, in LaPorte to Pren and Ruby (Fisher) Probst.

Doris was a member of Bethel Presbyterian Church in Union Mills.

On June 18, 1949, in Union Mills, she married Donald Wakeman, who died March 29, 2007.

Doris was also preceded in death by her parents and her daughter, Devona Wakeman.

She is survived by her children, Donna Jo Eaton and David (Lori) Wakeman, both of Union Mills; her grandchildren, Nathan (Wendy) Eaton, Abby (Aaron) Eberhard, Courtney (Josh) Walton, and Chelsea (fiancé Matt Laucher) Wakeman; and her great-granddaughter, Bella Eaton.

Funeral services will be held at 3 p.m. Monday, Feb. 24, at Bethel Presbyterian Church, 110 E. Hamilton St., Union Mills, with Pastors John Beehler and Jessica Young-Brust officiating. Visitation will be Sunday, Feb. 23, from 3 to 6 p.m. at the church. Burial will be in Union Mills Cemetery.

In lieu of flowers, memorials may be made to Bethel Presbyterian Church.

Stalbrink seeks 2nd term as Superior 2 judge

Election Photo 2014Richard R. Stalbrink Jr., judge of LaPorte Superior Court 2, is running for re-election. Stalbrink was elected to his first six-year term in 2008.

Superior Court handles general civil and plenary cases, divorces, protective orders, paternity cases, and all of the criminal cases that occur within the prisons in LaPorte County.

Since taking office in January 2009, Judge Stalbrink has presided over approximately 20 jury trials and 750 bench trials, both civil and criminal. In each of his last five years, he has heard hundreds of cases involving domestic issues regarding paternity and divorce, and hundreds of cases involving civil and criminal issues covering everything from murder to divorce to medical malpractice.

In addition to his regular caseload, Stalbrink was appointed by the Indiana Supreme Court to serve on the Domestic Relations Committee, which meets monthly. The committee recently revised the Indiana Parenting Time Guidelines and is currently working on revising the Indiana Child Support Guidelines.

While serving as judge, Stalbrink has furthered his judicial and legal education by graduating from the Indiana Judicial College and by completing the Graduate Program for Judges through the Indiana Judicial Center.

Stalbrink graduated from LaCrosse High School in 1986 and received his Bachelor of Science Degree from Ball State University in 1990 and his Juris Doctorate Degree from Valparaiso University in 1993. He was born and raised in LaPorte County and served as a deputy prosecutor in his home county and ran a private law practice in Michigan City before being appointed as a juvenile court magistrate in LaPorte Circuit Court in 2007.

In addition to a busy professional career, Stalbrink and his wife, Amber Lapaich-Stalbrink, are involved in numerous community activities. Stalbrink is a current member and past chairman of the LaPorte County Chapter of the American Red Cross and is a current member of the board of directors for the LaPorte County Fair Association. He is a current member and past president of the 4-H Horse and Pony Committee and former senior leader of the LaPorte County 4-H Horse and Pony Club. He coached Little League for seven years and has two children. His son, Richie, is a sophomore at Purdue University studying chemical engineering and his daughter, Jessica, is a sophomore at South Central High School.

Stalbrink will be finishing his first term as judge of LaPorte Superior Court 2 and his eighth year on the bench. “I love what I do every day as a judge and I would be honored for the opportunity to continue serving the citizens of LaPorte County as judge of LaPorte Superior Court No. 2,” he said.

One killed in U.S. 20/U.S. 35 crash Monday, Feb. 24

A rural Michigan City man was killed when his car collided with a semi at U.S. 20 and U.S. 35 Monday morning, Feb. 24, 2014.

Javier Florez, 28, was identified Monday afternoon as the Saturn driver who reportedly pulled into the intersection from the south on 35 and entered the path of the semi, which was eastbound on 20, according to the LaPorte County Sheriff’s Office. The car and the semi then crossed the median and struck a guard rail along the westbound lanes of 20. A steel coil rolled off the semi trailer. The intersection was closed for some time after the 9:35 a.m. accident.

The car’s driver was pronounced dead at the scene by a LaPorte County Coroner’s Office official.

The semi driver, identified as Ivan Hickmott, 79, of Watervliet MI, was apparently not injured.

Besides county police and the coroner’s office, other responding emergency units included LaPorte County EMS, Springfield Township Volunteer Fire Department, and Indiana State Police Commercial Vehicle Enforcement Division.


LPHS Winter Guard 7th out of 13 at regional championship

The LaPorte High School Winter Color Guard placed 7th in the scholastic A class finals competition at the Winter Guard International (WGI) Indianapolis Regional Championship Feb. 22 and 23 at Ben Davis High School.

Alfred Kroening, 1937-2014

20140217-105421_AlfredKroening264Mr. Alfred H. Kroening, 76, of Michigan City, IN, died Monday, Feb. 17, 2014, at Hospice Franciscan Communities in Michigan City.

He was born Sept. 3, 1937, in Michigan City to Alfred B. and Frieda (Wilkie) Kroening.

Alfred worked for New York Blower. He was a member of Lambs Chapel United Methodist Church, a volunteer fireman for Springfield Township and a Teamsters Union steward. He enjoyed hunting, camping and fishing, and especially enjoyed spending time with his family.

On June 20, 1964, in Michigan City, he married Marjorie (Swanson) Kroening, who preceded him in death Dec. 28, 2011.

His parents also preceded him in death.

He is survived by his daughter, Debra Ritchie of Michigan City; son, Terry Kroening of California; daughter, Rita Hooper of Michigan City; stepson, Joseph (Brenda) Hooper of LaPorte; eight grandchildren; 26 great-grandchildren; one great-great-grandchild; one brother, Wallace Kroening of LaPorte; and two sisters, Doris Kroening and Ema Jean Shultz, both of LaPorte.

A life celebration will be held at Lambs Chapel United Methodist Church, LaPorte County, on Friday, Feb. 28, at 1 p.m. with Rev. Jay Loucks officiating. Burial of ashes will follow at Lambs Chapel Cemetery, with a military service conducted by the LaPorte Honor Guard. There will be no visitation. Haverstock Funeral Home and Cremation Services, LaPorte, is handling arrangements.

Phyllis Harvey, 1927-2014

Phyllis HarveyPhyllis Mae Harvey, 86, of Michigan City, IN, died peacefully at 4:07 p.m. Sunday, Feb. 23, 2014, at Franciscan St. Anthony Health Hospital, Michigan City.

She was born July 3, 1927, in Michigan City to Albert C. and Rose (Hensel) Krueger.

Phyllis was a faithful member of Evergreen Baptist Church in Michigan City, where she taught children in the Awana Club. She was a cafeteria cook at Krueger Junior High School for many years, and also had worked as a sales clerk at Anderson’s Grocery Store and Shawley’s Grocery Store. She enjoyed cooking, baking, canning, sewing and traveling to Branson, MO, and out West. She loved her cat, Boo, and was a loving mother, grandmother and great-grandmother who will be dearly missed.

On Oct. 31, 1952, in Michigan City, she married John W. Harvey, who preceded her in death in 2007.

Also preceding in her death were her parents; two brothers, Orville and Robert Krueger; and two sisters, Eleanore Rhinehart and Norma Lyons.

Surviving are one son, Carl (Nida) Harvey of LaPorte; one daughter, Dawn (Boyd) Lomow of LaPorte; six grandchildren, Matthew, Tiffany, Brock, Brenden, Amanda, and Nicholas; and three great-grandchildren, Samantha, Jayson and Kaytalynn.

A funeral celebrating her life will be held at noon Thursday, Feb. 27, at Evergreen Baptist Church, Michigan City, with Pastor Jon Rumley officiating. Visitation will be Thursday from 10 a.m. until the service at the church. Lakeview Funeral Home and Crematory, LaPorte, is handling arrangements. Burial will take place at Greenwood Cemetery, Michigan City.

“Cold case” killing of Linda Weldy, 10, still waiting to be solved — can you help?

Weldy_Cold_CaseTwenty-seven years ago this week, 10-year-old Linda Weldy of LaPorte disappeared. She was reported missing on Feb. 24, 1987, and was found dead March 17 of that same year.

Like the 1993 “cold case” murder of LaPorte teen Rayna Rison that resulted in an arrest in 2013, authorities and others hope new evidence will surface in the Linda Weldy killing.

Linda got off her LaPorte Community School Corp. bus at about 3:30 p.m. Feb. 24, 1987, near her home on McClung Road, but apparently did not get to her house. Her mother reported her missing later that evening. Her body was discovered over two weeks later on an abandoned railroad right-of-way near County Road 500 South near Kingsbury. Police conducted interviews at the time, but no arrests were made.

“The LaPorte County Sheriff’s Office believes that this case is solvable and potential witnesses exist who could assist in bringing this case to resolution and the killer(s) to justice,” a sheriff’s office press release states. In a wild finish, LaPorte Seamless Gutter edged Casey’s Lanes, 79-77, in overtime Sunday, Feb. 23, 2014, to win the LaPorte Park and Recreation Department Municipal Basketball Sunday League Tournament at LaPorte High School.

The game ended after a final 3-point attempt and a flurry of tip-in tries by Casey’s could not find the basket.

LPSG, which also won the regular-season title, rallied from 10 points down in the final minute of regulation to tie the game at 72 and force overtime. Ryan Wiesemann scored 26 for LPSG, with Joel Tonagel adding 24 and Kyle Antos 14.

Rick Hise knocked down 26 points for Casey’s, with Ryan Basinger scoring 16 points, Rick Dunfee 15 and Mike Wagner 11.

In the first semifinal, LPSG beat Farmers, 70-58. Wiesemann poured in 28 points for LPSG, with Nick Otis adding 15 and Tonagel and John Hart tossing in 10 each. Kurt Welsh led Farmers with 20 points, followed by Tom Dermody with 13 and Scotty Marks with 12.

In the second semifinal, Casey’s Lanes defeated Wildcats, 78-63, behind Rick Dunfee’s 19 points and Hise’s 18. Matt Dunfee and Wagner added 10 points for the victors. Avery Brown scored a game-high 26 for the Wildcats and Sage Lowe added 16.

Police talk man out of jumping from overpass

LaPorte Police reportedly talked a man down from the LaPorte overpass on Monday night, Feb. 24, 2014, after he threatened to jump.

Police got the call at about 9:15 p.m. that the man, 23, was getting ready to jump. After arriving police learned the man was despondent over personal issues. He was sitting on the exterior concrete railing with his legs hanging over the edge, eventually placing his whole body over the other side, balancing on the outer edge.

After nearly two hours of negotiation with police officers in the freezing temperatures, the man allowed officers to assist him back over the railing and surrendered without incident, according to a police report. He was transported to the hospital by LaPorte County EMS.


Neighbors rescue dog from smoke-filled house

Neighbors rescued a dog from a smoke-filled house on Stone Lake Drive on Monday, Feb. 24, 2014, LaPorte Police said in a report.

Police said a neighbor noticed smoke coming from the house at 1674 Stone Lake Dr. at about 1:15 p.m. and went to see if anyone was inside. He saw thick smoke inside the house and spotted the dog. He ran to get another neighbor and together they broke in through a door and brought the dog outside.

The homeowner arrived soon after and took the dog to a veterinarian for emergency care.

The cause of the fire was unknown at the time of the report.

Claude Galloway, 1931-2014

gallowayClaude C. Galloway, 82, of Rolling Prairie, IN, died Feb. 23, 2014, at IU Health LaPorte Hospital.

He was born March 27, 1931, in LaPorte County to Jesse and Ada (Stanage) Galloway.

Claude worked as a machinist for Allis-Chalmers and retired from Peters & Marske. He was an avid hunter and enjoyed the outdoors. Claude loved his grandchildren and great-granddaughter. He was a 32 Degree Master Mason and a member of Excelsior Lodge 41, LaPorte. Claude will be remembered as a man of love and integrity, a leader and a friend. He was a loving husband, father, grandfather and great-grandfather, and will be greatly missed by all who knew him.

On Aug. 23, 1952, in Pinhook, IN, he married the love of his life, Constance (Grinstead) Galloway. Together they celebrated 62 years of marriage. She survives.

Also surviving are his beloved children: son, Dennis (Theresa) Galloway of LaPorte; daughter, Tina (John) Zimmerman of Fishers, IN; daughter-in-law, Kathy Galloway of Columbus, GA; 11 grandchildren, Jennifer (Brett) Nunley, Jason Galloway, Jacob Galloway, Kyle (Becky) Galloway, Chad Galloway, John (Rachel) Zimmerman, Katie (Bryan) Wilson, Michael Zimmerman, Mary Zimmerman, Sarah Zimmerman, and Joseph Zimmerman; great-granddaughter, Alyssa Nunley; brothers, Richard Galloway and Gene Galloway, both of LaPorte; and sisters, Mary Ingole of Granger, IN, and Nancy Bush of Wisconsin.

Claude was preceded in death by his parents; son, Mark Galloway; grandson, Luke Galloway; and brothers, Carl, Jesse, Ed, Marion, Jack, Joe, and Chuck Galloway.

A Celebration of Life Service will be held at 11 a.m. Saturday, March 1, at Cutler Funeral Home and Cremation Center, LaPorte, with Rev. Carl Galloway officiating. Visitation will be Friday, Feb. 28, from 3 to 7 p.m. and Saturday from 10 a.m. until the service. Burial will take place following the service at Rolling Prairie Cemetery.

Don’t park on west side of Indiana Ave. in 1100 and 1200 blocks Wednesday

The Indiana Department of Transportation is asking folks to avoid parking on the west side of Indiana Avenue in the 1100 and 1200 blocks on Wednesday, Feb. 26, from 8 a.m. to 4 p.m.

INDOT will be repairing some major potholes and removing snow in those blocks.

A Michigan City woman and man have been arrested and charged with the Feb. 23, 2014, robbery of The Dunes Inn in Michigan City.

Angela Sheeler, 31, and Demarcus Sharp, 25, were arrested after video surveillance photos were released to area media just hours after the robbery and residents phoned in tips to the LaPorte County Sheriff’s Office and Michigan City Police.

Sheeler is charged with robbery, a Class B felony, and Sharp is charged with aiding, inducing or causing robbery, a Class B felony. Both were being held in LaPorte County Jail on $25,000 bond and were scheduled to appear in LaPorte County Superior Court 1 in Michigan City.

During the robbery, a woman entered the inn on U.S. 421 at about 11:30 p.m. and asked about room prices, left, then returned about 10 minutes later. She handed the desk clerk a note demanding all the money from the register and indicated there was a man outside with a gun. The clerk gave her about $150 in cash and followed her instructions to get on the floor and count to 200.

Registration continues for the LaPorte Park and Recreation Department youth sports programs, which include Cal Ripken Baseball (divisions for ages 7-12), girls softball (divisions for ages 7-17), t-ball (ages 5-6) and tennis (ages 4 and older).

Register for baseball, softball or t-ball online by visiting www.cityoflaporte.com and going to the program page through the park department page, or visit www.active.com and search for either La Porte Cal Ripken Baseball, La Porte Girls Slowpitch Softball or La Porte T-Ball. Registration is also available from 8 a.m.-4 p.m. weekdays at the Park Office (250 Pine Lake Ave.) or by phone with credit card at (219) 326-9600.

Register for tennis from 4-6 p.m. Tuesday, May 13, and Friday, May 16, or from 6-8 p.m. Thursday, May 29, and Friday, May 30, at the Bill Reed Tennis Complex in Kesling Park.

The deadline for registering for baseball and softball is Friday, March 7, and the deadline for t-ball is Friday, May 2. Divisions are determined by participants’ age on or before April 30.
